Notice of the Ministry of Housing and Urban-Rural Development of
the People's Republic of China on issuing General Cord for
Engineering Structures
Now, it is approved that, General Cord for Engineering Structures is a national standard with
a number of GB 55001-2021, it will be implemented from Jan. 1, 2022. This standard is a
mandatory engineering construction specification, all the articles herein have to be strictly
implemented. The relevant mandatory provisions of existing engineering construction standards
are abolished at the same time. In case of any difference between the relevant regulations of
existing engineering construction standards and this standard, the regulations of this regulation
shall prevail.
This standard will be disclosed on the portal website of Ministry of Housing and Urban-Rural
Development (www.mohurd.gov.cn), and will be published China Architecture Publishing &
Media Co., Ltd. as organized by the Research Institute of Standards and Norms of the Ministry of
Housing and Urban-Rural Development of the People's Republic of China.

Foreword
In order to adapt to the general rules of international technical regulations and technical
standards, since 2016, the Ministry of Housing and Urban-Rural Development has successively
issued "Opinions on Deepening the Reform of Engineering Construction Standardization" and
other documents; proposed the long-term goals that the government formulates mandatory
standards AND social groups formulate voluntary standards; clarified the reform task of using the
full text of mandatory engineering construction specifications to gradually replace the scattered
mandatory provisions in the current standards; gradually formed a "technical regulations" system,
which consists of technical provisions in laws, administrative regulations, departmental
regulations AND the full text of mandatory engineering construction specifications.
Regarding the type of specification. The mandatory engineering construction specification
system covers various construction projects in the engineering construction field. It is divided into
two types: engineering project specifications (referred to as project specifications) AND general
technical specifications (referred to as general specifications). The project specification takes the
overall construction project as the object; takes the five elements of the project scale, layout,
function, performance, key technical measures, as the main content. The general specifications are
aimed at the general technical requirements of various professions, to achieve the functional
performance requirements of engineering construction projects; take the general technical
requirements such as survey, design, construction, maintenance, service as the main content. In the
full text of the mandatory engineering construction specification system, the project specification
is the main body, whilst the general specification is the provision for the common professional key
technical measures of various projects.
About the five major element indicators. The various elements in the mandatory project
construction specifications are the basic provisions, to ensure the systematization and efficiency
improvement of urban and rural infrastructure construction. They are the basic requirements for
supporting the high-quality development of urban and rural construction. The scale requirements
of the project mainly stipulate that the construction project shall have a complete production or GB 55001-2021

service capacity; it shall be compatible with the level of economic and social development. The
layout requirements of the project mainly stipulate the industrial layout, the site selection of
construction project, the overall design, the general layout, the overall technical requirements that
are coordinated with the scale. It shall consider the reasonable distribution of supply capacity, to
improve the overall construction level of related facility. The functional requirements of the
project mainly stipulate the composition and purpose of the project, clarify the basic components
of the project. They are the guarantee for the project to play its expected role. The performance
requirements of the project mainly stipulate the construction level or technical level of the
construction project; reflect the applicability of the construction project; clarify the basic level to
achieve, in terms of project quality, safety, energy saving, environmental protection, livable
environment, sustainable development. The key technical measures are the basic technical
provisions to achieve the functional and performance requirements of construction projects; they
are the basic guarantee for the implementation of the development goals of safety, greenness,
resilience, wisdom, livability, fairness, efficiency in urban and rural construction.
Regarding the implementation of specification. The mandatory construction specifications
are mandatory and binding. They are the bottom line requirements, to ensure the safety of people’s
lives and property, the personal health, the engineering safety, the safety of ecological
environment, the public rights and interests, AND to promote the conservation and utilization of
energy and resources, meet the economic and social management. They must be strictly
implemented in the whole process of the construction activities, such as survey, design,
construction, acceptance, maintenance, service, demolition of engineering construction projects.
Among them, for existing building renovation projects (referring to not changing the existing use
functions), when the conditions are not met and the implementation of the current regulations is
indeed difficult, it shall not be lower than the original construction standards. The recommended
engineering construction standards, which support the mandatory engineering construction
specifications are mature technical measures, that have been tested in practice AND ensure that
they meet the requirements of the mandatory specifications; they shall also be implemented under
normal circumstances. On the premise of meeting the project functions, performance requirements,
key technical measures, which are stipulated in the mandatory engineering construction
specifications, it may reasonably select related group standards and corporate standards, to GB 55001-2021

optimize project functions and performance OR reach a higher level. The recommended
engineering construction standards, group standards, corporate standards must be coordinated with
the mandatory engineering construction specifications; the various technical requirements shall
not be lower than the relevant technical level of the mandatory construction specifications.
After the implementation of the mandatory engineering construction specifications, the
mandatory provisions in the current relevant national and industrial standards for engineering
construction shall be abolished at the same time. The mandatory provisions in the current local
standards for engineering construction shall be revised in time, meanwhile it shall not be lower
than the provisions of the mandatory engineering construction standards. If the relevant provisions
of the current engineering construction standards (including mandatory standards and
recommended standards) are inconsistent with the provisions of the mandatory engineering
construction specifications, the provisions of the mandatory engineering construction
specifications shall prevail.
